A construção de um legado de liderança em contextos de estagnação institucional: evidências comparativas e implicações para a administração em Angola

Resumo

A incapacidade de formar novas gerações de líderes tem-se consolidado como um problema estrutural nas organizações contemporâneas, sobretudo em contextos caracterizados por centralização do poder, fragilidade institucional e ausência de mecanismos formais de sucessão. Em Angola, essa problemática assume relevância estratégica, dada a coexistência entre estagnação institucional e uma população predominantemente jovem. O objetivo deste estudo é analisar criticamente os fatores institucionais, organizacionais e psicossociais que dificultam a construção de um legado sustentável de liderança. Metodologicamente, trata-se de uma pesquisa qualitativa, de natureza analítico-explicativa, fundamentada em revisão sistemática da literatura e análise comparativa de dados secundários provenientes de estudos internacionais e africanos sobre liderança, governança e desenvolvimento institucional. Os resultados evidenciam convergência entre fragilidade dos sistemas de governança, bloqueio sucessório, dependência excessiva de líderes individuais, configurando um padrão de estagnação institucional. Com base nesses achados, o estudo propõe o Modelo Angolano de Sucessão de Liderança, estruturado em cinco pilares: institucionalização da sucessão, liderança formadora, governança meritocrática, integração geracional e alinhamento com políticas públicas. Conclui-se que a sustentabilidade organizacional e o desenvolvimento institucional em Angola dependem da transformação da liderança de atributo individual em capacidade organizacional, por meio de arranjos institucionais contextualizados, inclusivos e orientados ao interesse coletivo.
